I don't think, they will allow you to do an MBA course, as you have not cleared your graduation degree. And, I would like to suggest you do your MBA from the regular college or University. The MBA from an Open University doesn't hold any importance of that degree.

For IAS, it's not necessary that you have to choose any one particular stream. It only requires graduation from a recognised university. It's Indian Engineering Services that you require some specific engineering branches which are Electrical, Mechanical, Civil and Electronics and here computer Science does not come under IES. For IAS if you are a graduate that will be enough to appear.

Few things you can look for. You can either pursue your graduation from IITs, NITs or IIST in Aeronautics Engineering and than Masters in the same field and have a chance to get a job in ISRO. Another option is, you can complete graduation in Electronics/Computer Science/ Instrumentation and than sit for GATE and get a chance to get recruited in ISRO, as they asks for GATE score. These are a few ways to get a chance in ISRO.
