There are many good universities with B.Com in India where 2nd language is not compulsory. These universities are as follows -
Delhi University
Lovely Professional University
Guru Nanak Dev University
Christ University
Bangalore University and many more so just go for these universities.

I think it depends on the college or university that which Second language they are offering apart from English . So if you are getting an opportunity to learn second language or foreign language then you should give it a try. Its just gives you an edge. Hope it helps. Thanks.
