Top B-schools through SNAP like SIBM, SCMHRD require prior application before test, rest SNAP colleges you can apply after result as well but I would suggest you to target only top B-schools through SNAP. All the best!

Both are good options. But, analyse your capabilities before deciding what to choose, CA might not be really that easy compared to M.Com. So it would depend on your self confidence.

Yes, Non-Maharashtra residents can appear for MHT CET. And also one (non Maharashtra resident) can secure admission without appearing for CET. 15 % all India (excluding Maharashtra) candidates.

Studying abroad is a good idea, if you can afford it. If you are extremely tight on finance or does not have enough resources then you are better of studying in India, at a top school.
