Except for a few universities, you are not eligible to either pursue MS or MBA in USA due to the reason that your UG degree is a 3 year degree whereas the degree requirement is a 4 year degree or equivalent. You can apply to universities in UK and Australia. For the MBA, you would be required to take the GMAT, for other MS courses(non management), you would just be required to take the IELTS. GRE is not required in UK or Australia.

hey prashant if you have done computer engineering than why are u doing job in BPO,switch your career to sofware development or Harware or website designing or web developing etc.
I think you have many choices because you are in wrong area,because when u switch you career in software development or any other area the 4 years experience that you have gained is meaningless.

IGNOU does not directly offers a bachelor course in Animation, but you can pursue this course through MAAC institute as the same is approved and affiliated to IGNOU.
Other than this, there are other institutes too which offers a Bachelor degree in Animation.
