Eligibility-
Candidate must have passed 10+2 Examination or equivalent from a recognized board are eligible.
Candidate must have Passed BPP with PSS from NSOU / Passed 10+2 in Vocational Courses from a recognized board are also eligible.

For REI, Ajmer for BA and B.Ed course, students must belong to Haryana, Himachal Pradesh, Jammu & Kashmir, Punjab, Rajasthan, Uttarakhand, Uttar Pradesh, Delhi and Chandigarh. So, you can't apply for REI-Ajmer, but you can apply for RIE-Bhubaneswar and RIE-Shillong.

Yes, she can apply. She is eligible for RIE CEE exam 2018. Yes, the state eligibility is needed, but she can get admission in RIE-Bhubaneswar. For this, students must belong to Arunachal Pradesh, Assam, Bihar, Jharkhand, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Sikkim, Tripura, West Bengal and Andaman and Nicobar Islands.
