The best government colleges for B.Tech are IITs and NITs. For these colleges, you have to take an entrance exam (JEE Mains) and for IITs, you have to qualify JEE Mains followed by JEE Advanced.

To work with NASA, you should have very strong academics, you first have to decide in which field you want to work as there is numerous field in NASA where you can work it is from medical professional to a computer programmer. As you have mentioned, you want to work as a researcher, you should have a degree in one of the core subject of a Science or Maths or have a degree in any applied subject.
