No, there are no known colleges that provide the both programmes as an integrated course, one usually completes the Masters and then chooses a prominent institute to finish their Ph.D. The same college may offer both these programs.

At the time of admission they do consider all the facts including work experience before selection. So, to be on safe side its better to have work experience.
