With this percentage it is very difficult to get admission in NITs or good government colleges but you can apply in good private universities or institutes. You can also try for state level counseling for engineering admission.

To get FMS, Delhi you should have 95 percentile at least and after CAT FMS take their own test. To get admission here you have to perform well in both CAT as well as FMS test.

It depends on how the university processes international student's admission. Each university would have an intake period and you are applying for a particular intake. It would depend on how fast the university processes your application and your visa process gets cleared. It is better to contact the university directly, especially if the university has an international student's coordinator. They would be able to give you clear timeline.
