You should have a minimum of 50% in your 10th and 12th with PCM to be eligible for engineering. So, in your case, you're eligible. Whether you're able to get into a good college or not, depends solely on the scores and ranks of the engineering entrance examinations you appear for.

If you get into a well-known university in US or Canada, it should be the obvious choice. Just compare the colleges. If you are admitted to an IIT or BITS, you can think of pursuing your B.E in India only. Check where you are investing and is your investment worth.
