A full-ride scholarship covers all the expenses related to the college. This could include tuition fee, books, room and board, and possibly living costs. There is no 100% waiver for housing unless the student is a PhD scholar, usually 25% - 75% is waived for accommodation costs for international students, hence, they must check and apply before hand so that they have no issues in maintaining their expenses while studying abroad.

This highly depends on the scholarship. Sometimes, the scholarship money might go directly to your college where it will be applied to the tuition fees and other amounts. It can also be sent directly to your bank account. Usually, external scholarships are credited in bank accounts and they are supposed to be shown the transaction receipt based on what the scholarship is. For others, either the applicant has to file a request for some expenses or they are given a lump sum in the start or end of the session.
