Selecting a university is purely and entirely your decision. It would be tough to state a university as the best as every university has it's own plus and minus points.
While selecting, you just need to keep in mind the chief point that is to check the recognition whether the college is AICTE / UGC approved or not.

You have mentioned that you have completed in 2007. If you have 5 years management experience you can apply for MBA directly. If you have good experience back round and if your profile is up to the expectation you can be treated as mature student and get admitted to MBA. You need IELTS and write SOP to impress them.
In some cases they can give you one year PG foundation program and then make you to proceed in MBA, provided in the two year course you might have passed in good marks.
