Yes, you can change the college. But you need to pay remaining years college fee to the current college to get the relieving letter. Also, you have to pay college donation fees+ college fees to another college (new college). It's better to continue with the same college unless you manage financial things.
Along with that, you have to take the permission from the university & college both.
You will have to talk in your college office.
