Yes, you can still get admission in LPU even if you do not clear the LPUNEST exam. For many programs, admission is based on your Class 12 marks if you meet the eligibility criteria. In courses like B.Tech, you can also apply through scores of exams like JEE Main.

LPUNEST is mainly used for scholarship purposes and sometimes for eligibility in specific programs. If you don't qualify, you may still get admission but might miss out on higher scholarship benefits.

Overall, not clearing LPUNEST does not stop you from taking admission, but clearing it can help reduce your fees.

Your knowledge of the Japanese language can be tested by taking the Japanese Language Proficiency Test, JLPT for short. There are five levels, lowest being N5 and highest being N1. The test is conducted twice a year, on the first Sunday of July and December.
In Delhi, there are many institutes that offer a course tailor made for JLPT. JNU offers under graduate and graduate programs in the Japanese language. The Japan Foundation (that conducts the JLPT worldwide) branch in New Delhi also offers Japanese language courses.

For admission in colleges in Pune, you have to come via MHT CET. For colleges in Bangalore, you have to come through Karnataka CET or COMEDK or JEE Mains.

All engineering streams are equally good. There may be cyclic variation in demands of stream from year to year. Current trend indicates that CSE or IT is favourite of students parents and recruiters in terms of placement and salaries.
