Hi.

If you're looking for “good + budget‑friendly” autonomous colleges for Electronics / E&TC / ECE / etc. engineering  meaning institutions that balance reasonable fees, decent quality, and acceptable placement opportunities  a few across India stand out. What “budget” means will vary a bit (some are relatively low‑fee; others are “reasonable for private colleges”). Here are some of the better-known ones (or candidate colleges) I'd suggest along with why I think they strike a good balance for ECE/ENTC.

 Some Recommended Autonomous / Private‑Autonomous Colleges (ENTC / ECE) — “Budget + Value”

Dayananda Sagar College of Engineering (DSCE), BengaluruDSCE is autonomous, has a strong placement record overall (recent the highest package ~ ₹56 LPA, many recruiters) and ECE/etc. students reportedly get good placement participation.
RV College of Engineering (RVCE), BengaluruA reputed autonomous college in Karnataka. While fees may go up under management‑quota, it's known for academic strength and better placement / industry‑connect than many small private colleges. 
Sahrdaya College of Engineering and Technology (SCET), KeralaRecently granted autonomous status, with ECE department NBA‑accredited. Among the relatively well‑recognized autonomous engineering colleges in Kerala offering ECE/ENTC. 
Erode Sengunthar Engineering College (ESEC), Tamil NaduAutonomous, private college but with a history of stable accreditation and somewhat affordable private‑college setting when compared to top tier private colleges.
Nandha Engineering College (Perundurai / Erode), Tamil NaduAutonomous, with ECE/Electronics–type branches. For students coming from districts or seeking somewhat lower‑fee autonomous colleges in Tamil Nadu, this can be a reasonable pick.

Yes, direct admission seats in CSE (Computer Science Engineering) are available in many private colleges and deemed universities, especially under management quota. Availability depends on the college, your marks, and when you apply. Some popular colleges fill up early, so apply quickly.

At 27,000 rank in JEE Main, you have little hope of getting Computer Science and Engineering (CSE) at NIT Jamshedpur in CSAB, let alone in the General (Other State) quota.

According to the recent CSAB cutoffs for NIT Jamshedpur CSE:

  • General (Other States): The range of closing ranks classically is between 8,000 and 10,000.
  • General (Home State): Usual amounts of closing ranks are 10,000 to 14,000.

An army quota to CS engineering in MHT-CET 25 percentile is very low and admission to the best colleges can prove to be a problem. The cutoffs in most of the well-known institutions especially in the case of Computer Science are much higher.

But your quota as to the army is a huge weight. It is by admission by the MHT-CET centralized admission process (CAP) rounds. You have to be registered, submit your Defence Category Certificate and fill in choice. The rank of 12230 in M.Set (presumably the Karnataka Common Entrance Test, KCET) is relatively high, and the competition for CSE and CSM seats, especially in the top colleges, is intense. You should be prepared to explore other options.
