Graduates in any discipline irrespective of percentage or division of marks or medium of examination are exempted from passing the Foundation Program and eligible for direct registration for the CS Executive Program exams.

Yes you may surely pursue masters degree in electronics from universities in US provided you fulfil the eligibility criteria for the same.
For your reference find below the eligibility to pursue MS degree from universities in US.
- Undergraduate degree in same or relevant discipline (60%-70% plus in degree)
- High score in GRE.
- High scores in IELTS or TOEFL.
Preferred GRE score- 300 plus.
Preferred TOEFL score- 90 plus.
