National Institute of Open Schooling, which is recognized by the Central Government is equivalent to any other board of education.
Also individuals from NIOS are definitely eligible to write any entrance exam and opt for their field of interest. Still I would suggest you to confirm the same before applying to any foreign university.

**** It completely depends upon the universities. Few does not even consider private schooling. So it is very difficult to suggest. I would advice you to be in touch with some overseas education consultant as they would be able to guide you in a better way.

Dear Eugene, you can pursue any degree through distance learning program in many of top Indian universities. Admission, fees, document submission and study material are through on-line process but for exams, you will have to choose one of the study centers to physically appear.
