Hi,
Scholarships are provided or awarded by foreign universities itself. Majority of these scholarships are on merit basis, so quite naturally if you have a very good profile then they will consider you for scholarships. You will be considered for scholarships at the time of application, sometimes by default or sometimes by submitting a separate application form. You have to check these requirements and procedures on university websites.

Only specific programs require the GRE for admissions. You can check the program specific website for the average score requirements. Overall, your percentages are good enough. You must also submit a strong SOP. LORs need to be outstanding as well.

Hi,
It is difficult to suggest a particular college name and will be hard to find one. Admission requirements are different all over. Most importantly, you have to meet the credit point requirements and also see if the lateral entry is allowed. As an applicant, you have to go through college requirements and write to them. Chances are there for you to apply for the first year, but lateral entry seems difficult.
