Yes, you can apply for admission to Heidelberg University in Germany even if you've completed your 12th from a state board in India. However, German universities usually require either one year of undergraduate study in India or a foundation course in Germany before you can begin a bachelor's degree. For master's degrees, your Indian undergraduate degree is generally accepted. Proficiency in German language (TestDaF or DSH) or English (IELTS/TOEFL) is also essential, depending on the course medium. It's wise to consult DAAD India or the university's international admissions portal for specific requirements and deadlines.

With a rank of 49,298 in SC category in JEE Main, it will be extremely tough to get a seat in top NITs or IIITs, particularly in core branches such as CSE, ECE, or Mechanical, since cut-offs for SC category in majority of NITs for these programs usually fall below 10,000–25,000 rank range based on the institute.
That being said, here's what you can do:
Options You Might Still Explore:
Lower-demand branches (e.g. Civil, Metallurgy, Production) in newer/less competitive NITs such as:
NIT Mizoram
NIT Nagaland
NIT Arunachal Pradesh
NIT Sikkim
IIITs such as:
IIIT Bhagalpur
IIIT Manipur
IIIT Kalyani (only in very low-demand branches, if at all)
