Though knowledge of German language is highly recommended, it may not be compulsory, a number of universities offer German language classes to the international students at Masters level.

Yes, you can pursue B.Ed. Eligibility for admission in B.Ed programme is at least 50% marks (i.e. aggregate of total marks in all subjects offered by the candidate) either in the Bachelor's degree and/or in the Master's degree in Science/Social Science/Humanities/Commerce, or Bachelors in engineering or technology with specialization in science and mathematics with 55% marks, or any other qualification equivalent thereto.

You have already done BE in electronics and wants to do Aerospace engineering? I am afraid, window is closed. Almost all states have upper age limit. But why BE? I would rather advise you to rethink again and go for PG in electronics instead. After this also, you can join Aeronautical sector as an electronic expert.
