of course it has to be KIIT because it has an independent dedicated campus for CSE and IT with facilities comparable to the best in the country (actually all depts r have their own campuses )
and the university is seeing growth in both research facilities and is being recognized throughout the country for it whereas a local government college has very little scope for growth given that even central government controlled IIT's are being questioned these days

even i got admission but im not joining because it is not UGC recognised. hence its not considered. but accepted only in few private sector that too only in india
