Every university has its own eligibility criteria to grant scholarships to international students, in order to know the exact eligibility criteria it would be always advisable to browse through the university's website you wish to apply.
Overall, scholarships are competitive and awarded to the most deserving students. At the graduate level you can get funding in the form of graduate assistantships where you work or research with professors. There is tremendous scope in product designing provide you learn the softwares like Autocad in Mechanical and so on. If you are good at designing there is tremendous potential.Get a certification from Autodesk which is really valuable.

Yes you can apply for any UG course in a regular college of your choice. Go to the nearest college near your area and apply for the course with all your certificates.

So far there is no update. However, as mentioned on the website- The result of the UGC-NET held on 24th June, 2012 will be made available on the UGC websites: www.ugc.ac.in and www.ugcnetonline.in as and when it is declared.
The candidates will not be individually intimated about their result. So keep a constant check for the same.
