Yes, Definitely. NET basically tests your subject knowledge and if you have read well during your college, it won't be that difficult for you. It also depends on your subject. I had commerce and most of the preparation for NET was from Graduation books. Hence, I could qualify it in the first attempt itself. One more positive aspect is that the exam cycle for both the exams is different which can be taken advantage of. NET is a one time thing. Strategy-
The strategy would depend on when you are starting your UGC NET http://bit.ly/2FSok2K preparations. If I assume that you want to attempt NET and Cgl you can give around 45 hours to NET and along with that, 23 hours to CGL. It will help you build a base for CGL. Even when NET exam approaches, give 1 hour to CGL ( to maintain continuity). After you are done with NET, give full attention to CGL. Solve as many mock papers as you can, for both the exams.
