There are so many government jobs in different government departments. So the eligibility criteria varies in different government departments.
Basic eligibility criteria for for government jobs:
Education qualification: Bachelor's degree in any stream from a recognised university.
(12 pass candidates are also eligible for government jobs but for clerical cadre.)
Age: 18 to 30 years. No relaxation for general candidates.

There are more than 350 colleges in India which accept MAT scores, the list of colleges are listed on the following AIMA website http://resources.aima.in/nl/index_nwse_new.html along with the grading, from where you can choose the college according to your preferred locations.

MAT scores are not accepted for the PGDM course, only CAT 2014 / XAT 2015 scores / GMAT & GRE (taken in the last five years) / CMAT (September 2014) Scores are accepted for the 2015-2017 batch.

Dear Boaz, IMT-Centre for Distance Learning (IMT-CDL) PGDM is a diploma course offered by IMT-Ghaziabad and it's affiliated branches, it is a 2 year course consists of 14 subjects divided through ten terms. This Basically(more or less) covers the same syllabi as the SMU-DE MBA which is a degree program. Base line IMT-CDL PDGDM is a diploma course where as SMU-DE MBA is a Degree Program.
