There is no specific cutoff for B.Tech in COMEDK, it varies from College to college and also there is no minimum passing marks in COMEDK. Hope you got your answer.

What I can tell you is, that you can't get admission on merit base in any good college expect private ones such as Amity University. But, it costs too much.
But, you u can get admission in IPU, Jamia Milia Islamia, DU or in other universities through entrance test.
