Hi Ravi,
Italian Universities do have nominal fees (its not entirely free) and if you wish to go for courses taught in English, you will have to sit for IELTS/TOEFL tests. You can not avoid these, though the score requirements are lesser as opposed to other countries! Additionally, most Italian Universities do not require GRE scores and your admission is purely based on your previous academic review! Let me know in case you have additional questions! Niraj, I am not sure which course you are looking at. Design is a field that is age old and has been evolving every year like science. The Basic eligibility criteria to join Merchant Navy is:
Aspirant must have passed 12th class with physics, chemistry and maths as their main subject.
They must have completed their graduation in the field of Marine Engineering or Nautical Science to join the engineering or navigation fields in the merchant navy.
Candidates completing their graduation in Technical, Mechanical or electrical engineering field are applicable to join the Merchant Navy as Fifth Engineer or Engine Cadet.

We do not have any strict rules regarding 10th and 12th Grade marks. We look for Graduation Marks and that should be at least 50%.
But if you are diploma holder you will not be eligible to apply. Ping me if you have further queries.
