Yes you can get admission to Diploma course at AMU or jmi where Amu and jmi will conducts it own entrance examination for various Diploma courses. 

Candidate should write the entrance test before getting admission in AMU college.

JEECUP rank are not a direct factor in admission however you can explore other quotas.

You can get admitted into a deemed university or you can approach counselling for a chance to get a seat in private colleges. You may know that it won't be possible to get a government seat with your marks, so go give a try for a private college.

Your chances improve significantly if you belong to a reserved category SC/ST/OBC/EWS. For general category candidates, 64 percentile may not suffice for CSE at JAC-affiliated colleges.

While CSE might be out of reach with 64 percentile, you might get admission to other branches like Mechanical, Civil, or Environmental Engineering depending on your category

I suggest you to participate in councelling, Even if the chances are slim, register for JAC Delhi counselling. You might secure a seat in lower-demand branches.

Yes students can pursue Bcom from Siliguri college of commerce for that you have to score good marks in 12th standard after that you can fill form for B.Com in Siliguri college of commerce. You can also check website of the college for fees structure and other enquiries they also post daily notice related to admission
