Join a maritime training institute: You need to enroll in a maritime training institute approved by the Directorate General of Shipping, where you can undergo the Electro-Technical Officer (ETO) course. Obtain ETO Certificate of Competency: After completing the ETO course, you need to pass the examination conducted by the Directorate General of Shipping to obtain the ETO Certificate of Competency.
