The minimum requirement to do Ph.D is master's degree in any university. Same is the case for KSOU, you can do MBA and once you complete it you can go ahead for Ph.D.

There are number of good b schools that accept MAT scores but since you've not mentioned your MAT percentile so its little tough to suggest. CMAT scores won't be considered by JBIMS, neither for MMS nor any other course, as it has started its own autonomous admission process.
The other colleges that were accepting CMAT scores last year might still be accepting them.
Also, for the admissions in year 2014, the Maharashtra colleges under CAP round by D.T.E. were accepting CET as the main qualifying exam. CMAT along with other exam scores was only considered for All India Seats candidates (15% of total seats reserved under this category).
But JBIMS won't be participating in CAP rounds this year.
