Yes, students pursuing full-time studies with a valid ICA pass can work part-time along with studies.
Students are allowed to work part-time for a duration of 16 hours a week, while their course is on, & can work full-time over the duration of their academic vacations.
Students who wish to work full-time alongside their studies, would need a special work permit issued by government authorities.
It is worth noting though, that exchange students or those enrolled in an institute not approved by the education department of the Singapore government are not allowed to work either part-time or full-time.

Most institutions in Singapore accept an IELTS score in the range: 6.0 to 7.5 based on the level of the course a student is applying to.
