Too rigid, too bureaucratic, stifling of development and individuality, narrowness of application, inhuman and machinelike, time-consuming, expensive.

It is the main trait of the Indian bureaucracy and no remedy is ever found.The entire system thrives on avoiding decisions at the appropriate time.
