Regarding TFWS(Tuition Fee Waiver Scheme)

For First year engg, if I apply under the TFWS, then the cut offs are bound to be a little higher. So,if I am getting into a college through normal quota but not through TFSW ,then am I allowed to confirm my seat through the normal quota or will I have to participate only under TFSW merit list?
