Should I choose Thapar University or VIT Vellore for CSE? I am from Punjab and am in interested in going out. What is a better option?

I would suggest you to go with VIT, if you get a seat in CSE and can afford, As VIT is ranked No 1 private Institute by Indian Government 4th time in a row. Coming to placements and curriculum wise it's really excellent. There are top placement record for CSE students offering more than 40L by companies like Microsoft.

Hi, Thapar Institute of Engineering and Technology is better than VIT. Thaper University has a good placement records than VIT.
