Should I depend on the CAP rounds to get a good college or should I fill PGDM forms of colleges? I've scored 87.86 in MBA CET 2017.

I am looking for some colleges in Mumbai.

With this score, you wouldn't get good college except if you are in a reserved category and a Maharashtrian student.
Then, there is a decent chance for MMS in good college.
Otherwise for PGDM, you have a good score but most of the good colleges end up their admission process.
    It's too late!

Majority of the colleges are done with their GDP for 2017-19.

On the basis of your percentile it is difficult to get top colleges if you want to get admissions in top colleges, you should fill PGDM form of the colleges.
