Should I do B.Tech from a government college or a top private college? I am expecting around 130 marks in JEE Mains and 85% in 12th.

Hi, obviously IITs have no comparison. Government colleges are on a higher scale as compared to private, but some private colleges are doing good.

Of course, your primary preference should be the Government Colleges. It's fees is low and the big factor is their ROI is high. Good Luck.
