You should opt either Chemical branch in NIT, Surat or Civil at MNIT, Jaipur. I will suggest you to have these two as 1st preference. After that, civil and chemical in VNIT, Nagpur is equally good and according to me, it should be your next preference. Chemical at MNIT, Jaipur and Civil in NIT, Surat after that, in order of preference, Electrical in VJTI should be your last preference.
But, you should find your interest first. In case if you are home sick, stick to place near home.

In my opinion, you should opt NIT Jaipur for civil engineering because NIT provides good quality of civil faculty members, good course curriculum, good placements and good infrastructure.
