Should I go for NDIM, Tughlaqabad for PGDM with a fee of 7.75 LPA? What average salary does this college offer to freshers?

Yes, it's a decent college with decent placement record. You should also check out JIMS Rohini, Asia Pacific, Asian Business School, FIIB ,EMPI and IILM which are similar colleges in the Delhi NCR region.

Yes, you must go for NDIM. NDIM as the institute is rated amongst the top-25 B-Schools in India by various surveys including the Business World, Business Standard, AIMA. Unlike most other PGDMs and MBA programmes, PGDM at NDIM is unique as the students graduate with 'Dual Specialization' rather than 1 major and 1 minor specialization as in most other b-schools. Also the kind of exposure the institute provides by different live projects, foreign internships, industry visit makes you ready for industry.
The highest package for 2014-16 batch was Rs.10 Lakhs pa whereas the average package was Rs.5 Lakhs pa.
