Should I opt for B.Sc in radiology in a private paramedical college or pursue the same from a government paramedical college?

The thing that matters is your skill set and knowledge. But at the same time remember that the course should be recognised from a university. Don't go for any certification courses. If possible, go for vocational course in radiology like B.Voc in medical imaging technology where you can get exposure to work within the industry.
