Should I opt for B.Tech in CSE in IITs?
I don't have any knowledge about CSE. I don't even know about HTML language.

Yes, it is very important for CS branch student to know the html, java and, cc+. Either, you are in IIT or any other college, without these courses, you will not understand anything about your branch.
