You should go for CSE at NIT-Kurukshetra. There are a lot of opportunities and along with this even if you consider the rankings, NIT-Kurukshetra holds a better rank as compared to NIT-Hamirpur.

I can not personally speak for the CSE degree at NIT Kurukshetra but I can compare rankings for you, and according to the rankings, NIT Kurukshetra is the better college for CSE and in general for Engineering as well.

I will suggest NIT, Kurukshetra, beacause faculty in CSE and IT is very good and you get opportunities to get a job in many leading companies including google, amazon, Microsoft, oracle and many others.
