    I am not quite sure, but I think most graduate programs in Germany are offered in English. And, if the medium is English, you need not require test for German.

    Both have pros and cons. For Germany, you would have to give German B2 exam, but there is no tuition fee. Whereas, in Canada you have to give IELTS, which is way much easier than a German exam.
