Should I pay the fee and enroll if my rank is 5097 in CLAT?

Hello, 5000 rank is somewhat moderate to be honest. With the 5097 ranks, you might not get admission under the general category. However, you might get admission in the reserved category. You need to follow certain other procedures and guidelines and enroll yourself respectively. The fee payment depends on the NLU that you are trying for some may consider and some may not have it.
