Should I prefer going to Thapar for CS or go abroad (Canada)? I have scored 127 marks in JEE Mains and 90% in 12th boards.

    Thapar University once had a great reputation but not now. So, if you want to choose one of these options only, then go for the abroad option. Else you can try for your home state NIT or some low rank NIT's. Also there are some regional engineering colleges where you could get a seat.

    As far as pursuing undergrad in Canada is concerned, I have seen the course structure of core branches. It is almost same as that of India. In fact, India offers more courses in the curriculum. At the end of the day, it's your call.
