Should I prefer government colleges or private for doing BA in literature?

Tough Question, not because you are asking for Placements after a Course in Literature. Not because Literature does not get you a job, it does, but unfortunately, most of the government colleges (in tier 2 cities) and many universities as well have failed to add the professional tag to this course.
