Should I pursue engineering Diploma from a private college or do B.Tech from IITs?

Prefer B.Tech from any government institution, since now the diploma courses are not as effective as they were earlier. If you are able to complete your graduation from a government college, then your chances of getting a job will be increased and you won't have to worry about it. Just score more in
