Should I pursue MS in CSE in Germany rather than USA keeping the current situation in mind?

MS CSE in Germany is better in comparison to MS in USA universities because expenses to study in Germany are much lesser. Also, Germany is more liberal in work visa for those who graduates from German Universities in comparison to USA. USA H1 visa is based on lottery system and there is no guarantee that student will be able to work there for long time.
