Should I sit for CAT 2017? I have scored 95 percentile in CAT 2016 but my 12th marks are 79.95%. I am not getting calls from old IIMs.

I am from commerce background.

With 95 percentile, you won't be getting calls from any of the IIMs. If you are interested in doing MBA only from IIMs, then go for CAT 2017, otherwise there are several top-level B-schools which you can get with your score.
