should i stat appying for the universities after course completion .....or before few years to prevent time loss ?

am a bsc nursing student ....would like to continue Pg either in hospital mangement or Nursing... frm sep 2011 i will b in 3rd yr.....and curse is of 4 yrs wit 6 months internship....as soon as i complete i ud like to go for PG to UAE...i.e. Dubai..........so kindly guide me regarding ths.....
