The best person to decide that is you I would not suggest you to be in two boats at the same time either take drop or leave it. If you think you'll not loose motivation and you have it inside you go for it. Else settle for a college that you can get this year.

It is totally dependent on your confidence and on your ability. If you 100% think that you can crack the paper next year then only go for dropping the year. Otherwise don't take any risk because the value of 1 year is quite high. Meanwhile in my opinion, don't go for dropping one year, Take admission in good government /private college and then perform well in college studies.

I feel that taking a partial drop would be better if you are getting admissions in some other good nits or other top local colleges. This is because the outcome of IIT-JEE Advanced exam is very uncertain. If you take a full drop your destiny will be dependent only on one day.

It depends from person to person. I personally believe that you should definitely drop for JEE. You know you are afraid that you may lower your marks, which has a very low probability of happening. But if you drop and do well next year, you could easily get a government college, which you have always wanted to and let me tell you, my friend, if you give your 100% next year, you shall get CS. You just can't let your fear stop you from trying. If now you let your fear stop you, then you are in a big trouble. Don't even think about marks, just go study.
