Regarding distance education courses of universities in other states, a franchisee can operate in the state and franchisees of this franchisee can operate in other states, Is this possible?

Some private franchisees have switched to local state universities others have switched to TISS Vocational education. Do you think shutting down of private franchisees will improve distance education scenario?
