Since my daughter's NOC letter is not yet made .can I ask my relative to pay her yearly fees from USA?

    Regarding the payment of international remittances over to India in the name of educational purpose, an No Objection Certificate (NOC) of your daughter previous institution is not bound by the Indian banking system or RBI. Inward education remittance has tended to focus on the reason behind the transfer and the connection of the person making the transfer to the recipient of the transfer.They can normally wire money directly to your daughter college account in India, or to her account in India but it should be under the name of education and some specific documentation will be needed in case the bank requires it.
